Indonesia Tourist Visa C1 (ex 211A) is a Single-Entry Visa designed for tourism and business travel, allowing a 60-days stay with a two-times extension for another 60 days (max 180 days stay).

You only need a C1 Visa if:
1. Your country is not listed for visit visa.
2. You can get the Visit Visa (Visa on Arrival),but you want to stay LONGER than 60 days (180 days max).

Yes. This visa is for Indonesia and not just a region or specific island. Therefore any type of Visa (Visa on Arrival or C1 etc.) is valid for Indonesia and you can travel within Indonesia freely.
